Content: "The engine specification inherently is a compromise as it represents two distinct functions; first, that of a guarantee which requires that the performance shown shall be a minimum as is normally the monstrance of a guarantee, and the second, it represents the performance of the average engine which requires that the data shown must be the average performance and subject to a plus or minus tolerance."
